An Operator can propose a process change without editing the Current Recipe. Jordan reviews the Current and requested values, then approves the Change Request.
The approved request still does not alter Version 2. Instead, it creates Version 3 as a Draft. Version 2 remains Current until the new Draft completes its own submission and approval.
